Community Led Economic Regeneration Framework

Dumfries and Galloway Council aims to bring investment to our region for projects that will meet the Council's priorities and ambitions for the regional economy and will successfully drive inclusive economic growth and place based regeneration.

An important feature of this is our desire to encourage and attract local groups to bring forward community based capital projects that can bid for investment from a wide range of funders. Dumfries and Galloway Council can act as an enabling organisation and can work in partnership with community based organisations to develop projects and assist by providing project funding. This support is provided through our Community Led Economic Regeneration Framework (CLERF).

What type of support is offered?

We can assist community organisations by helping them to access the professional expertise they might need to develop their project idea through the main project development stages, from Feasibility to Funding Approval. We can also advise on project funding strategies and where to access additional assistance to develop project ideas. In some cases where projects have the potential to deliver strong economic regeneration outcomes, we can provide funding for project development activities, for example consultancy support.

We wish to hear from community organisations that have project ideas for regeneration projects that:

  • Are firmly embedded in local Place Plans and investment priorities identified by local communities;
  • Will contribute to achieving Council priorities, and the South of Scotland Economic Strategy in particular;
  • Have the potential to attract a significant proportion of project costs from match funders (other than Dumfries and Galloway Council);

We are particularly interested in hearing from community led organisations who have projects that will bring new uses to town centre and neighbourhood premises and sites that have lain vacant for some time, or projects that will repurpose vacant or derelict sites in town or neighbourhood centres currently on the Vacant and Derelict Land Register for Dumfries and Galloway.

Eligible community organisations are typically non-profit distributing community based groups within Dumfries & Galloway, are formally constituted, with a clear governance and financial structure, and with their own bank account.
