Review of Scheme for the Establishment of Community Councils
We are currently reviewing the Scheme for the Establishment of Community Councils and have provided opportunities to have your say on proposed changes.
Community councils in Dumfries and Galloway are governed by the Scheme for the Establishment of Community Councils. The Scheme provides a framework for good governance as community councils exercise their statutory role but it shouldn't burden them with excessive bureaucracy.
What we've done
We undertook Phase 1 of the consultation in early 2017 and proposed a number of amendments which you could then comment on through Phase 2.
Phase 2 was promoted through public adverts, communication with community councils and our website. A range of methods were used in order to give Community Councillors and members of the public the best opportunity to engage in the process. These telephone interviews, individual meetings, engagement events and an online feedback form.
A number of the key themes were identified:
- Use Plain English
- Support for Community Councils
- Easy Read Guide with key points
- Adoption of Constitution
As a result, a range of amendments have been proposed that can now be considered in Phase 3 the final phase of consultation.
Phase 3 consultation
Phase 3 of the consultation on the proposed Scheme is open until Friday 30 March.
At this final phase of the consultation, your feedback particularly on specific areas of the Scheme of Establishment is welcomed:
- Code of Conduct
- Minimum Numbers
There are a variety of ways for you to have your say:
Attend a Focus Group
- We will hold Focus Groups in response to demand across the region and they will meet at a time and location that suits all the participants. Email firstname.lastname@example.org if you'd like to take part in a Focus Group.
Discussion by telephone
- At a convenient date and time, a telephone interview can be arranged.

What happens next
Feedback from the consultation will be reviewed and used to influence the final amended Scheme that will be presented to Dumfries and Galloway Council on Tuesday 26 June.
