You can ask us for general planning advice, find out if planning permission is likely to be approved or make a more formal enquiry about a major development before submitting an application.

Planning pre-application enquiries

If you wish to receive preliminary advice on a development proposal, please complete the relevant Pre Application Form below. Please note there is a charge for this service, a scale of fees is available below. Please ensure you have read the necessary guidance note before completing your request for advice.

Once we have received your completed pre application enquiry and fee, we will acknowledge and inform you of the planning officer dealing with your enquiry. If you have any queries throughout the process, these should be directed to your planning officer. The direct contact details of the officer can be found at the top of your acknowledgement letter.

You will receive a written response once the Planning Officer has assessed your enquiry.

Householder and Local Developments

This service should be used for proposed works to residential properties and any other local developments.

Major, EIA and Complex Developments

This service should be used for large applications, EIA developments or developments where you consider there maybe complex issues.


Please be aware there is a charge for this service, please refer to the scale of fees.

Submitting a planning application without pre-application advice

As all planning applications are decided on the basis of land allocations and policies within the National Planning Framework 4, Local Development Plan 2. Supplementary guidance provides more detail than it is possible to include in the plan, supplementary guidance can be found here Supplementary Guidance

In February 2023, the Scottish Government adopted the National Planning Framework 4 (NPF4) which sets out the national planning policies for Scotland.

Planning applications we receive are assessed against land allocations and policies within the Local Development Plan 2 which sets out a vision for how Dumfries and Galloway will look in 20 years time and describes where development will take place and where it will not.

PAS offers a free, impartial and confidential planning advice service, provided by specialist volunteers, all of whom are chartered planners. PAS helps individuals and community groups to get involved in the planning system in an impartial, open and inclusive way.

The Architects Registration Board is an independent body which regulates architects in the UK. You can search their register to find genuine and qualified architects in your area:
