Further Consultation on Sites and Policies
This informal document has been prepared by planning officers and provides an opportunity for early discussion on emerging policy to help inform formal Council decisions that will be taken in 2012 to agree the content of the Proposed Plan.

Representations received to the Further Consultation on Sites and Policies
Over 370 representations were received to the consultation;

The representations received to this consultation and the Main Issues Report consultation will be reported to Committee when decisions are taken on the Proposed Plan. At this stage no decisions have been made on these matters.
The identified sites (housing, business and industry) have been broken down into six Housing Market Areas (HMA) which are covered in the Local Housing Strategy (LHS).
The following table highlights the six HMA areas and the settlements within them. You can get an overview for each area, or click on the settlement to see which sites have been identified.

Site Assessment Introduction [675kb] contains background information for the sites identified. The categories for each of the sites have been colour coded on the inset maps as follows:

Business and Industry Sites GLA Corridor [973kb]
Carrutherstown, Dalton and Waterbeck have been identified in the Annan HMA Overview by mistake. Carrutherstown, Dalton and Waterbeck are located within the Dumfries HMA and therefore contribute to the Dumfries HMA "Villages, SBGs and HIC" effective land supply.
Strategic Environmental Assessment (SEA)
Further Strategic Environmental Assessment (SEA) on sites and policies has also been prepared. The Environmental Report and associated appendices are listed below:
The LHS identifies what the housing need is for private and affordable housing across the region and that need is broken down into six Housing Market Areas. The draft Strategy and associated documents can be viewed on the Social Housing Policy page. The adoption of the LHS provides clarity on the issue of how much housing is needed. A key function of the LHS is to set housing supply targets for each HMA. The Local Development Plan must then identify sites to, as a minimum, meet the housing supply target.
A number of events took place throughout the consultation that the public, landowners, developers and planning agents were invited attended to find out more information. They included a drop in session at DG One on the 15th December 2011, a policy workshop also at DG One on 1st February 2012 and four evening meetings across the region during the last two weeks in February.
This
document [1Mb] gives a very broad overview and summary of the main topic areas raised at both the policy workshop and the evening meetings. Not every issue has necessarily been captured and more specific comments, for example those relating to individual sites, have not been included. The comments shown here are for general information only and have not been taken as representations to the Further Consultation on Sites and Policies document. Those attending the meetings were advised that any comments that they wished to be considered as part of the consultation process must be made in writing before the end of the consultation period on the 9th of March 2012.
The representations for Further Consultation on Sites and Policies are recorded and will be considered in order to inform the Proposed Plan. Those who have made a representation will be assigned a reference number and will be kept informed of the progress of the plan.

Local Development Plan
Dumfries and Galloway Council is preparing a new Local Development Plan. This single plan will cover the whole of the region and replaces the current Structure Plan and four Local Plans. The Local Development Plan will set out the vision for how our region should develop and will form the framework for making decisions on planning applications.
The programme and timetable for preparing the new plan is outlined in the Development Plan Scheme. This includes a further consultation stage for sites and policies which is outlined below.
