The Chief Executive Service provides the professional advice and guidance that Council Services need to deliver on the Council's Priorities.

Legal and Regulatory
Overall responsibility for all activities within Legal and Regulatory services including: legal advice on all aspects of council business and service delivery; courts, tribunals and planning inquiry representation; committee clerking and governance advice; standing orders; schemes of delegation; administration of licensing activity- liquor, gambling and civic government; conveyancing and contracts; lead role for Regulation of Investigatory Powers ( Scotland) Act (RIPSA); procurement strategy and policy; procurement legislation compliance; procurement improvement activity; e-procurement systems; liaison with Scottish Government and Scotland Excel on procurement activity; Internal Audit and Risk work plans and activities.
Assessor and Electoral Registration
The Assessor & Electoral Registration Officer compiles the Valuation Roll, the Council Tax List and the Electoral Register.
Overall responsibility for all activities with Business Management covering; Occupational Health & Safety, Emergency Planning, Business Continuity, Community Resilience, Major Emergency Scheme, Strategic Co-ordination Group Programme Management, Shared Health Resilience Service, Internal Communications, Marketing, PR & Media, Print &Graphics, Information Management (Comments, Compliments & Complaints), Freedom of Information, Data Protection, Records Management, Democratic & Executive Support, CES Business Support.
Head of Finance: Paul Garrett
Development of the Council's medium and longer term financial plans (Revenue & Capital); Support the development of the Council's Corporate Budget Setting Process; Manage the Council's Corporate Budget Monitoring process (Revenue & Capital); Preparation and Completion of the Council's Final Accounts; Provision of financial/accountancy advice and support to major corporate projects.
Manage the service budget monitoring process, prepare service outturn positions, support services in meeting the requirements of Councils budget development process, development and maintenance of accurate and informative financial information across service budgets and manage and co-ordinate cross service finance and accountancy tasks and financial returns.

Business Performance & Development; Business Support; Exchequer functions - Pay & Employment Service and Purchase Ledger Team; Project Manager for new Integra financial management system.
Loans Fund, Pension Fund Investment Management, Insurance, Council Tax & NDRI accounting.
