The Council may share information provided to it with other bodies responsible for auditing or administering public funds, in order to prevent and detect fraud. &lt;/p&gt;
&lt;p&gt;On behalf of the Accounts Commission and the Auditor General for Scotland, Audit Scotland appoints an auditor to audit the accounts of this authority. Audit Scotland also assists appointed auditors by conducting a National Fraud Initiative, which is a data matching exercise, every 2 years. &lt;/p&gt;

A new state-of-the-art call centre has also been set up to answer calls made to the new 030 number. &lt;br /&gt;&lt;br /&gt;If you have ever tried phoning the Council, you will know that it could be a frustrating experience. There were loads of numbers and you could be passed from person to person. However this will all change; there is now just one number you need to know and staff at the new call centre have undergone training to try to deal with your call without passing you round the Council. &lt;br /&gt;&lt;br /&gt;Another huge benefit is that all your enquiries will be logged on a new computer system and can then be accessed by trained staff from all over the Council. So if you report a pot hole by phoning the new number, you can then drop into a customer service centre a few days later and staff there can access the system and give an update. &lt;br /&gt;&lt;br /&gt;If you phone one of the older Council numbers, your call will still be answered and chances are you will be automatically transferred to the call centre. An inspiring group of local sports stars from the talent ID squads will be at DG One Leisure Complex to help raise the Olympic Handover Flag for the region. Steeplechaser Nicola Hood, swimmers Lee Emerson and Stuart Edgar, mountain biker Ewan Clark top-ranked Scottish table tennis players Calum Morgan and Calum Maine will also showcase their sports and demonstrate their dedication and determination to succeed. &lt;br /&gt;&lt;br /&gt;From 12 noon on the day there will also be opportunities for members of the public of all ages from complete beginners to elite athletes to try new sports or develop their skills. An afternoon of interactive workshops and free 45 minute activity sessions are planned with opportunities to book spaces on a first come first served basis. Activities include ‘See your name in lights!’ - swimming speed challenges with the electronic timing boards, reaction speed tests, badminton, sportshall athletics, gymnastics, swimming lessons for adults and for parent and toddlers. One of the Council’s Countryside Rangers, Keith Kirk, scooped exciting photographic and video footage of this rare event.&lt;br /&gt;&lt;br /&gt;A pair of spoonbills has raised three chicks successfully on Kirkcudbright Bay.&lt;br /&gt;&lt;br /&gt;Keith Kirk said: "There was one adult bird in early June, then another joined it in the couple of weeks following. Now they have been seen with three juveniles. We took a boat out and watched them, and two youngsters were coming in behind the adults, clattering their bills and begging to be fed, and one of the adults appeared to turn round and give it a feed. We haven't seen the nest, as it's a very secluded and inaccessible area, but with the way they were behaving I'm sure this is a successful breeding attempt, which is brilliant news for us."&lt;br /&gt;&lt;br /&gt;He added: "In the past Dumfries and Galloway has probably not been everyone's first thought for wildlife watching in Scotland, but this just goes to show what an amazing spectacle is on offer here. Unfortunately, these fears can be well-founded; however PRIDE will give us the chance to show both the presence and support that LGBT people have in our Region. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;But I’m not L, G, B or T. Can I still come to PRIDE? &lt;/strong&gt;&lt;br /&gt;Absolutely; we can ALL celebrate the fact that the people of Dumfries and Galloway respect each other, value difference, and want to live in a more accepting society where people can truly be themselves. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Who’s organising it?&lt;/strong&gt; &lt;br /&gt;Staff and volunteers from the Dumfries LGBT Centre and LGBT Youth Scotland have been very busy organising the day, with help from local DJs, acts, organisations and businesses, as well as those who just fancy lending a hand. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;So what’s actually happening on the day? &lt;br /&gt;&lt;/strong&gt;Tons of stuff. &lt;li&gt;Some young people were keen to see the development of arts based activities, which included music and drama. &lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;Others would just like to hang out with their friends in a safe environment such as a youth cafe. &lt;/p&gt;

The Fund was set up as part of the Proceeds of Crime (Act) Investment which takes funds confiscated as part of the proceeds of crime and reinvests them back into local communities. Dumfries and Galloway was allocated £61,000 across the two years of the Fund. &lt;strong&gt;Only £9,565 was awarded in round one to 3 local projects, leaving a balance of £51,435 for possible allocation in round two.&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;Priority will be given to projects from areas of multiple deprivation to fill gaps in provision for young people in those areas. The grants will fund organisations which support young people who are currently involved in or at risk of becoming involved in violence, alcohol, drugs and/or antisocial behaviour. The emphasis is on youth work interventions constructed with and for young people in the 10 -19 age group.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The availability of round two funding has been announced with a closing date for applications of Friday 26 September 2008.&lt;/strong&gt; Round two is being publicised widely across Council Services, the Third Sector Forum, Area CVSs and promoted on the Council's internal and public websites and Briefcase. The Communications Unit is also exploring other ways of promotion eg WestSound; press release. James McCallum was UK Criterium champion in 2007. The presence of these artists, several of whom settled in the region, helped to establish a thriving artistic community in Kirkcudbright, drawing artists from Glasgow, Edinburgh and further afield. This exhibition features a rich selection of work by these artists alongside scenes of Ayrshire by both local and visiting artists. The new exhibition explores the story of food in Wigtownshire from prehistoric times to the modern day.&lt;br&gt;&lt;br&gt;There are some fascinating objects on display from the museum’s collection. In addition to a range of ancient and antique cooking items visitors can see a giant vat for salting meat, a 19th century meal ark for storing grain, a well-used pig killing bench and a rare 1930s paraffin cooker.  The strangest item is a massive piece of timber from Glenluce which was once thought to be canoe but is now believed to be a unique example of a Bronze Age cooking trough.  Visitors will also be able to listen to the reminiscences of a Stranraer butcher, one of the recent oral history recordings made by the Stranraer and District Local History Trust. &lt;br&gt;&lt;br&gt;Gallery activities include the Terrific Calorific Sandwich, which challenges visitors to create their ideal low – or high! - calorie snack. The sum made available by the lottery is £127, 636 and is to be used as for Technical Assistance.&lt;br&gt;&lt;br&gt;This will enable the Trust to contract Architects, Surveyors and other professionals within a design team to look at the best ways of redeveloping and refurbishing the Town Hall in order to meet the community’s needs.  In addition it will support the Trust in expanding its membership and communicating thoughts and ideas with people in Moffat and the surrounding area and help with discussions with Dumfries and Galloway Council regarding the future ownership of the Hall.&lt;br&gt;&lt;br&gt;The grant is available until February 2009, by which time the Trust shall be in a position to put in a bid for funds for the refurbishment and redevelopment work to be undertaken. This will include a full business plan to ensure that the hall is sustainable after its redevelopment. The 3rd week was a fun session in the water with the hamster balls, flumes and races. &lt;br&gt;&lt;br&gt;On Monday 18/08/08 the Summer Splash was concluded with a fun day at the Rowing Club where all the young people were presented with their medals and certificates from Russell Brown MP and Elaine Murray MSP.  Councillors Ronnie Nicholson, David McKie and Graham Bell also attended to congratulate the youngsters on their success. Fairtrade is about ethical purchasing but figures are showing that market demand is growing with year-on-year rises in UK turnover. Last year Fairtrade turnover in the UK reached £500 million for the first time. His current exhibition features kinetic sculpture, automata, drawing engines, relief sculptures and work in progress. I endeavour to express the joy of making, not only in the final object but in the design and construction of jigs required to produce the sculpture. This process and its end result allow the viewer to enjoyably understand structure and mechanical movement (which nowadays is often hidden) in an accessible and illuminating way.&lt;br&gt;&lt;br&gt;"My sources and influences are many and varied, but mostly stem from a study of early scientific and alchemical speculations. The works of Ctebibius, Paracellcus, Alhazad and the experiments of Faraday investigating the ‘magnetic flux’ are particularly stimulating. Thus the materials used in much of the work are those of the early scientists: copper, brass, leather; and are usually constructed without numerical measurement but using geometric division and affiliated proportion.”&lt;br&gt;&lt;br&gt;David will be in the gallery to talk about his work on Saturday 9th August from 2pm to 4pm. Unfortunately, these fears can be well-founded; however PRIDE will give us the chance to show both the presence and support that LGBT people have in our Region. &lt;br&gt;&lt;br&gt;But I’m not L, G, B or T. Can I still come to PRIDE?&lt;br&gt;Absolutely; we can ALL celebrate the fact that the people of Dumfries and Galloway respect each other, value difference, and want to live in a more accepting society where people can truly be themselves.&lt;br&gt;&lt;br&gt;Who’s organising it?&lt;br&gt;Staff and volunteers from the Dumfries LGBT Centre and LGBT Youth Scotland have been very busy organising the day, with help from local DJs, acts, organisations and businesses, as well as those who just fancy lending a hand.&lt;br&gt;&lt;br&gt;So what’s actually happening on the day?&lt;br&gt;Tons of stuff. This will be match funded by £2.7 million from local sources. The announcement was made today by Stewart Stevenson MSP, Minister for Transport, Infrastructure and Climate Change that Dumfries, along with 6 other Scottish communities, will receive a share of £10 million funding from the Scottish Government to become a Sustainable Travel Demonstration Town. &lt;br&gt;&lt;br&gt;The money will be used to develop a variety of measures to encourage people to consider more sustainable transport choices. The measures will include increased investment in the bus network, improvements to walking/cycling facilities, development of green commuter routes as well as information and marketing campaigns. The project is closely linked to a number of other initiatives including the Dumfries Town Centre Strategy and Action Plan.&lt;br&gt;&lt;br&gt;The £2.7 million is being match funded on a partnership basis by local funding from the South West of Scotland Transport Partnership (SWestrans), Dumfries and Galloway Council, NHS Dumfries and Galloway and the Crichton Development Company.&lt;br&gt;&lt;br&gt;Welcoming today’s announcement, Councillor Brian Collins, Chair of SWestrans, said: “Sustainability is a central theme of our Regional Transport Strategy and Dumfries now has unique potential as a Sustainable Travel Demonstration Town. We all need to change our travel habits in the face of economic/climate changes. The seminar heard that the key to many issues lies with communication, both among partner agencies and including the general public. &lt;br&gt;&lt;br&gt;Many items dumped are eventually set on fire in spite of existing recycling facilities being available for the public to dispose of discarded items. Information should include a description of the individuals concerned or the type of vehicle used or registration number.&lt;br&gt;&lt;br&gt;Environmental Enforcement Officers have made use of fixed penalty notices on offenders and with the help of the public these people can be dealt with appropriately.&lt;br&gt;&lt;br&gt;Advice was given that householders can help the overall situation by recycling as much as possible and by simply tearing up boxes and compressing waste materials into bins. Preventing rubbish from overflowing from bins, and not storing beside them, may help reduce the scavenging of birds and animals and the act of deliberate fire setting. These are some of the conclusions of the report of the inspection of Standards and Quality in Hottsbridge Primary School published on the 2 September 2008. HM Inspectors of Education visited the school in May as part of a national sample of primary education. &lt;/p&gt;
&lt;p&gt;The school had made good progress in improving its performance and standards of attainment in English language and mathematics had been consistently high. Pupils with additional support needs were making good progress. Pupils showed creativity in music and their skills in PE were developing well. &lt;/p&gt;
&lt;p&gt;In particular, the school had made good progress at improving the attainment of boys. The relationships between staff and pupils were very positive. Pupils were polite and courteous and behaviour across the school was good. &lt;/p&gt;
&lt;p&gt;Operations Manager, Keith Best, said, "Hottsbridge School is characterised by very good links with parents and has a good reputation in the local community. The headteacher is very committed to the school and has gained the respect of staff, pupils and parents. I am sure that the action points on challenging pupils' learning and the school's self-evaluation can be addressed with the active support of the education authority." &lt;/p&gt;

These are some of the conclusions of report of the inspection of Standards and Quality in Lochside Primary School and Nursery Class published on the 2 September 2008. HM Inspectors of Education visited the school in April as part of a national sample of primary education. &lt;/p&gt;
&lt;p&gt;The inspectors found that the school and nursery provided a positive and caring learning environment. the overall quality of teaching and learning was good, though improvements were needed in pupils' attainment of English language and mathematics. The Learning Centre offered very good support for pupils with additional support needs and was well managed by the principal teacher. &lt;/p&gt;
&lt;p&gt;Staff were committed to the work of the school. The new headteacher had been in post for six months at the time of the inspection and, in partnership with her staff, was making significant improvements at the school. The depute headteacher had a wide remit, including the monitoring and tracking of pupils' progress and developing a more active approach to teaching and learning. She had been responsible for the successful primary school Careers Week. Along with the P6/7 and P3/4 joint orienteeering programme, this was singled out as good practice and worthy of disseminating more widely. All pupils reported that the school kept them safe and healthy and parents expressed a high level of satisfaction with almost all aspects of the work of the school. &lt;/p&gt;
&lt;p&gt;Operations Manager, Keith Best, said, "Although there are still improvements to be made, this is a good report with some ideas that other schools could learn from. The headteacher has made great strides in improving the school already. With the strong support of the depute headteacher and the staff, I am certain they will be able to address the action points from the report with confidence." &lt;/p&gt;
&lt;p&gt;The school and education authority will now prepare an action plan indicating how they will address the main findings fo the report and will share that plan with parents. Findings of the Inspection of Lochside Primary School and Nursery Class: &lt;/p&gt;

The exhibition is one of three linked exhibitions on the art heritage of Ayrshire and Dumfries and Galloway spanning the overall period 1780 to the present day; the Tolbooth show covers the period 1880-1940, when Kirkcudbright was particularly to the fore. The exhibition includes major paintings by several of the important Kirkcudbright artists including E.A. Hornel, W.S. MacGeorge, Thomas Bromley Blacklock, Jessie M. King and E.A. Taylor, as well as works by some of the ‘Glasgow Boys’ and Ayrshire landscape artists. &lt;br&gt;&lt;br&gt;The exhibition has been very popular, with over 8,000 visits since it opened in June, almost double the average for early summer in the Tolbooth. Originally from Dumfries, the couple relocated with their two children to Edinburgh to study Art in the mid 1990s and then continued their professional careers based in the city. They both exhibit regularly in Edinburgh and Kerry also has work currently in scotlandart.com and Morningside Gallery.&lt;br&gt;&lt;br&gt;Both Kerry and Mark’s work is inspired predominately by the city of Edinburgh, the Scottish landscape and surrounding coastline. The oil paintings in this exhibition capture the ever-changing facets of the weather - the rawness and immediacy of the unfolding weather on the landscape.&lt;br&gt;&lt;br&gt;Kerry describes her inspiration and work as: “…..the transcendence of rain clouds wisping over scoured fields, sea mists meeting shoreline and fleeting moments of sunshine dancing off dew on Munroe’s. My work is a meeting of sky and earth and I try on a daily basis to do justice to its rawness and beauty.”&lt;br&gt;&lt;br&gt;Mark uses mixed media and texture, quite often sand; grit and even wood are incorporated into some of the studies from the area, fusing quite literally part of the landscape and elements together on canvas. These are set to enhance the natural atmosphere and create a more colourful and attractive environment for everyone using the station. &lt;br&gt;&lt;br&gt;At the meeting First Scot Rail Scot Rail also gave a commitment to work with Network Rail to look at improving the appearance of other areas of the station including the station shelter, fencing, canopy and signage.&lt;br&gt;&lt;br&gt;John Yellowlees, external relations manager for First Scot Rail also offered the station flat to the community which has already got local Councillors thinking of potential uses. &lt;br&gt;&lt;br&gt;Speaking on the success of the meeting Andy Gorman the chair of Lockerbie &amp; District Initiative said; 'Marvellous! A full range of events is planned for Saturday 16th and Sunday 17th August. Activities include checking out the mysterious world of moths by attracting them to light traps, dipping nets into the pond to investigate secret underwater life, talking a closer look at the mice and voles of the undergrowth through harmless mammal trapping and following special trails for wild flowers and trees. For younger wildlife enthusiasts, the weekend culminates in a teddy bear’s picnic and special teddy bear trail.&lt;br&gt;&lt;br&gt;The Lockerbie Wildlife Trust was established in 1988 when Jim Rae, Principal Teacher of Biology at Lockerbie Academy, took on a lease from Castle Milk Estate of a drained and overgrown old curling pond at Eskrigg, on the outskirts of Lockerbie. Subsequent work included pond excavation, restoration of sluice gates, and the construction of bird hides and footpaths. The 7 acre site now has a wide range of habitats and is a valuable resource for the local community, including local schools. In addition the Trust holds an annual programme of talks, visits, workshops and fund-raising events. &lt;br&gt;&lt;br&gt;The Sulwath Connections Landscape Partnership Project comprises a linked programme of more than 20 projects aimed at enhancing the landscape and heritage of the coastlands and river valleys of the Scottish Solway between Langholm and Stranraer. Elements of the project cover themes as diverse as riverside habitat management, disabled fishing access, access enhancement and conservation of historic churchyards. Sulwath Connections is led by Dumfries and Galloway Council, working with and on behalf of 28 partners and has been awarded £1.9 million from the Heritage Lottery Fund a part of £3.9 million programme of improvements. Two fire engines from Annan were then despatched along with a Supervisory Officer.&lt;br&gt;&lt;br&gt;The firefighters were faced with a fire which had started in the rear wheels of the trailer and threatened the entire load. The group will develop its own agenda with the aim of informing and influencing the Council and other organisations in their decision making.  &lt;br&gt;&lt;br&gt;OPCG will be independent of the Council but will be supported by Council officers in taking forward its work.  In addition Councillor Lorna McGowan will take on a role as an office bearer of the group and the NHS Board will be invited to take part and nominate a representative to attend meetings.&lt;br&gt;&lt;br&gt;Councillor McGowan, said: “The Council is working with a number of older people’s groups and a constitution for the OPCG has been agreed.  The Council is fully committed to working with the OPCG so that it can become a focus for dialogue with older people across the region. There are many opportunities ahead for older people’s groups to become involved and for them to influence and lead change.  The Council is in the process now of publicising the group and is looking for groups with an interest in the welfare and wellbeing of older people to become members of OPCG.”&lt;br&gt;&lt;br&gt;To support this, leaflets, posters and application forms will be going out to a wide number of public places including GP surgeries, libraries, older people’s groups and pharmacies across the region. An inspiring group of local sports stars from the talent ID squads will be at DG One Leisure Complex to help raise the Olympic Handover Flag for the region. Steeplechaser Nicola Hood, swimmers Lee Emerson and Stuart Edgar, mountain biker Ewan Clark top-ranked Scottish table tennis players Calum Morgan and Calum Maine will also showcase their sports and demonstrate their dedication and determination to succeed.  &lt;br&gt;&lt;br&gt;From 12 noon on the day there will also be opportunities for members of the public of all ages from complete beginners to elite athletes to try new sports or develop their skills.  An afternoon of interactive workshops and free 45 minute activity sessions are planned with opportunities to book spaces on a first come first served basis.  Activities include ‘See your name in lights!’ - swimming speed challenges with the electronic timing boards, reaction speed tests, badminton, sportshall athletics, gymnastics, swimming lessons for adults and for parent and toddlers.  Spaces will be on a first come first served basis.  &lt;br&gt;&lt;br&gt;The Olympic Handover Flag in Dumfries will be one of over 500 flags delivered to locations including HM Armed Forces, embassies around the world, City Halls, British Council offices and Foreign and Commonwealth offices.&lt;br&gt;&lt;br&gt;Convener, Councillor Patsy Gilroy, said, "This is a great opportunity for Dumfries and galloway to share in the excitement of the Olympics and encourage local people to participate in sport. This year's National Playday is being held in Annan at the Swimming Pool (Community Centre) and Annan Academy pitches.&lt;br&gt;&lt;br&gt;The Council's Leisure and Sport Active Schools Co-ordinators and Annandale &amp; Eskdale Sports and Leisure Trust will be organising the event, which is completely free thanks to funding from Annandale &amp; Eskdale Area Committee.    &lt;br&gt;&lt;br&gt;The day will start with registration from 10.30am where children can be booked  into sessions such as gymnastics, water polo, clubabdub, tag rugby, juggling and circus skills, archery, football, mountain biking and street dancing.  Activities such as handball, indoor curling, tennis, family orienteering, bouncy castles, face painting, rock climbing, and outdoor ranger-led activities will also be available throughout the day.  Jason the Juggling Jester and The Cumberland Bird of Prey Centre will also make an appearance to entertain the crowds.&lt;br&gt;&lt;br&gt;The event is also being supported by the Tesco Community Promise scheme. Tesco will be lending a hand and providing free refreshments o
